OBJECTIVES

The project will develop and establish a new standard of higher educational and scientific knowledge exchange between European and Latin American countries.

This will be done leveraging existing Master’s courses/programs of Water Management at the various partner universities. Water is regional priority around the world but synthesis of water resource management aspects from local-to-global scales is not currently included higher education curriculum. We will change this by boosting the curriculum development in the field of water resource conservation and management from the perspective of climate change adaption and impact mitigation.

ecosystem/environmental services) and sustainable exploitation of water resources, in particular in relation to the severely increased water consumption of agricultural intensification and urbanization and installation of hydropower dams,

The project focuses in the LA regional priority for boosting academic curricula in the field of WRes with the innovative goal of including the perspective of conservation and protection of WRes via management aspects from local-to-global scales especially in the view of climate change. Further, the project incorporates into these curricula up-to-date scientific and technological knowledge, aiming at increasing the local skills and expertise of young students and professionals on key WRes aspects such as optimisation of use, conservation and management; promoting at the same time, common values, social integration, intercultural understanding and language/communication skills, as a way of overcoming current educational deficiencies that constrain professionals to a narrow working environment.

Project activity and methodology

Within the project life cycle various activities are planned depending on the type of target to which they correspond with appropriate indicators measuring implementation and results.

Different kinds of workshops will lead to an efficient production of project results and materials.
Within the workshops the creative meetings will be divided between general and research meetings.

General meetings carried out will create new educational material targeting potential management purposes and establishing long term thematic networks. The Research meetings performed allow for analyzing, presentation and discussion of scientific materials (e.g. reports, papers, specific issues) and for production of outlines to create an up-to-date knowledge database.

Management activities, collection and dissemination of scientific information allows specification of tasks associated with the managing to achieve the proposed target. Scientific information obtained and subsuquently disseminated within the project can be used by the academic community, businesses, local governments and decision makers. To make it possible to quantify/measure the results and to check the fulfillment of the objectives and activities, articles will be published in international peer-reviewed journals and/or in monographs, book articles and in scientific journals and newspapers (e.g. popular sceince communication at the local level).

Furthermore the development of actions for technical and methodological training activities and exchange of teachers, researchers and students within different cycles of higher education provides answers to the fulfillment of the objectives in the project. Further technical training actions with network participants and others involved in the project mainly in the countries of concern will be developed. This will strengthen the regional-relevant skills and abilities while at the same time acheiving the objective of exchange of teachers, researchers and students of different cycles of higher education under the main focus of the creation and/or development of International Master’s programs. These objectives can be measured by the number of hours of teaching in combination with the ability to impart knowledge in the relevant Master’s programs.

This results in increased knowledge and experiences gained by participants, students and experts, which are intangible results that we will measure directly through assessment tools applied within our results-driven project.

1)  Management Meetings to discuss and access the actual state of the work, intermediate results of analysis of literature, curriculum analysis and preparation of teaching material, discussion of the next steps and distribution of the tasks between the project partners.  

2)  Creative Meetings for producing and discussing outlines of articles and define measures to incorporate students to research projects parallel with the education (i.e. we will integrate MSc students at the cutting edge of water resource research through thesis work or providing practical training, etc.) to create up-to date knowledge based curriculum development depending of the current available material/issues – focusing on regional relevance and for discussing and creating together new educational material and material for virtual research data base.    

Creation of a common knowledge base by cooperation, exchange and dissemination among the network participants to promote curriculum development

Development of appropriate framework to promote and encourage the Tasks cooperation, exchange and dissemination among specialists in Latin American universities with European universities in water management and research to boost the curriculum development in higher education Master programs. 

Quality measurement, assessment of progress and adaptation

The quality of project implementation will be measured using an evaluation tool, which contains a scale reflecting the degree of implementation of the relevant aspects of water resources conservation, management, and impacts of climate change into the development of Master course curricula. This scale will be divided into the degree of implementation of main conservation as well as main management aspects of the regional and global water related issues in current available curricula. 

Dissemination and exploitation of scientific information for students, the academic community, businesses, local governments and decision makers

Management, collection, synthesis and dissemination scientific information, elaboration of articles related to our research regarding the water resources independent of our WATERMAS project and with regard to our project, organizing joint research projects addressing different regional aspects and interests within the network and beyond.

The present proposal contributes to the implementation of EU initiative for Capacity building on the field of higher education through the following objectives:

Among the participant institutions, several master programs related to water resources management are currently offered and developed on the region (i.e. Ecuador, Cuba). Practitioners and technical staff from private and public (including governmental) institutions working for the water sector are among the target audience of these programs. The implementation of the present proposal will provide opportunities for internationalization of these programs through the mobility of the academic staff and students between EU and LA. Exchanges of experiences and knowledge on water management under climate change scenarios during consortium workshops and educational activities will enrich the program curricula of participant graduate programs. Valuable and cutting edge scientific and technological knowledge will be transfer in this way from EU to LA institutions. In counterpart, EU teachers and students will have the opportunity to identify the challenges and needs of sustainable water management on development nations. This win-win approach is expected to enhance the interest of researchers from both continents to increase the number of pertinent joint EU-LA research proposals with a problem-basis approach to contribute with the conservation of water resources in the region.

In addition, student mobility for credit exchange will promote the establishment and standardization of institutional policies at participant institutions. Mobility will also offer the opportunity for professors and students to be involved and get used to an English-language teaching environment, enhancing the use of English for academic activities among participant institutions.

The project considers the acquisition of complementary equipment to support the research activities of the consortium towards a sustainable water use in the region. The acquisition and training on modelling tools will allow moving forward from current mostly descriptive studies (We will investigate, how is it?) towards a more predictive approach (We will analyse, what will probably happen in the future?) in the region. This change of paradigm in the sector is expected to enhance the assertiveness of management decisions from water authorities, where informed decisions based on scientific basis is crucial.

As referred by the Sustainable Development Goal 4 (SDG4: Ensure inclusive and quality education for all and promote lifelong learning), “quality education is the foundation for improving people ́s lives and sustainable development”. It is clear that the challenges of the water sector in the LAC region demands a next generation of water professionals trained to provide innovative solutions to the challenges of climate change impacts on water resources of the region. Research activities of the consortium will provide a better understanding of the impacts of climate change scenarios on the water resources of the region. Graduate students from EU and LA will participate actively of these research activities under international collaboration, being able to familiarize with all the characteristics of the research cycle on the water sector (e.g. stakeholder involvement for problem statement, collaborative multi-disciplinary research groups, etc.). It is expected that participant students will have higher opportunities in the labour market, being even able to take influential positions in the water management sector of their home countries in few years.

The capacity building nature of the proposal provides an opportunity for the long-term maintainance of project impacts. High quality – higher education to support sustainable water management under climate change scenarios for the regions will be achieved and offered in the long-run through the implementation of a research-based education model for courses development and teaching among participant graduate programs. Therefore, the water professionals who benefit from these programs are not limited to those who followed the master courses programs during the implementation period of the ERASMUS + initiative. Course materials, case study analysis, as well as structured practical training excercises will be properly documented and made available through e-learning platforms not only accessible by the master programs, but also by water professionals interested in short training on specific topics through the Continuous Education Office of participant universities. In addition, one of the outcomes of the program will be a well established international thematical network with multidisciplinary partners. The attained two-years experience on networking experience among the participants from LAC and EU institutions of the program will significantly increase the opportunities of new joint proposal to getgetting funding for further academic and research collaboration initiatives of regional pertinence. It is exptected that the active participation of water authorities representatives during the project phase for the identification of gaps on sustainable water use will create awareness of the forthcoming challenges on water resources management in the region. The proposal considers that as a bi-product there would be an increase of labour opportunities for participant students on public and private water related institutions.
